Guide to Recognition of Foreign Qualifications of GDUFS International College

Dear students:

The international College of GDUFS, as one of the first six overseas study and training bases approved by Chinese Service Center for Scholarly Exchange (CSCSE), is the only one of its kind located in South China. Bachelor’s and master’s degrees awarded by foreign colleges and universities can be recognized. With recognition, such degree holders may apply for jobs (civil servants for example) or master programs as domestic bachelor’s or master’s degree holders.

After communicating with theCSCSE, we have confirmed the application processes and documents required for the recognition of a foreign qualification received by our students. You are advised to read this manual carefully and prepare related documents during your study both at home and abroad for a successful qualification recognition after you return.

Online application process

(1)Registration and online application

Please sign up at the Recognition System of Foreign Qualifications (http://renzheng.cscse.edu.cn/Login.aspx) for online recognition application.

Note: Since theCSCSE launched the new online application system for qualification recognition in May 2015, applicants who used the old application system and have already entered the evaluation process cannot inquire about the recognition progress in the old system for now. However, the evaluation work will be processed as normal. During the evaluation, the center may contact you to make sure your recognition could be done successfully. Please check your email and keep your phone on to avoid missing important information.

(2)Online payment

After filling out the application information for qualificationrecognition, please pay online through the system.

(3)Submission of paper application documents

Submit the paper application documents to the recognition institution of your choice.

(4)Inquiry for recognition progress

Applicants can log in the system to inquire recognition progress and results.

(5)Delivery of Recognition Results

When the recognition is completed, the result will be delivered through EMS to the applicant.

Application documents for recognition of foreign qualifications

Except for photos, translated documents, and authorization letters, the originals of all documents should be shown to the recognition institutions for verification -- which will be returned after being processed-- only copies will not be returned by the CSCSE.

(1)One two-inch (or small two-inch) ID photo with a blue background;

(2)The original and a copy of the foreign academic diploma or higher education certificate to be recognized in the official language of the country where the diploma or certificate was awarded.

(3)The original and a copy of the official college transcript which includes all curriculum that are required by the diploma or higher education certificate..

(4)The original and a copy of an official letter of verification by the foreign university authorities (e.g. college, student registration department, student affairs management department or such departments like that) should be provided if the diploma is acquired through a research program. The letter should include the start & finish dates ( year and month), the program, research area, and the degree awarded.

(5)The original Chinese translation of the foreign diploma (or higher education certificate) and transcript (or letter of verification for research programs) to be recognized (only translation provided by a formal translation institution or company will be accepted).

(6) The original and a copy of the passport(s) that the applicant used when he/she studied abroad, including the first page (with basic personal information), the last page (with personal signature), and all visa and exit & entry record during his/her overseas study. If the passport(s) mentioned above expired, then an original of the present valid passport or the original and a copy of valid ID should also be provided.

(7) The Letter of Authorization (the template of which can be found in the attachment or downloaded at http://www.cscse.edu.cn/Portals/0/hg/sqsm.doc) with the applicant’s personal signature.

Extra documents (including the original and a copy of each) will be needed in different conditions described as below:

(1) If the original of the passport(s) used during overseas study cannot be provided, then please provide

  1. A statement on why the passport(s) cannot be provided with the applicant’s personal signature;

  2. The first page of the new passport or the household register;

  3. The exit & entry record during overseas study issued by the provincial or municipal exit & entry administration in China. For overseas education experience that is not implied in the record, a residence permit or certificate should be provided, including the social insurance certificate, foreigner registration certificate, exit & entry record issued by the related foreign administration, or admission letter for a full-time program (excluding distance education) issued by the college.

For residents from Hong Kong, Macao, and Taiwan, the mainland travel permit should also be provided;

(2)If there is a record of transfer credits or exemptions on the transcript,

  1. When the transfer credits or exemptions are acquired from overseas education, related academic certificates (or transcript or education experience certification if no academic certificates can be provided), visas and exit & entry record during overseas study should be provided.

  2. When the transfer credits or exemptions are acquired from the International College of GDUFS, the certificate of achievement issued by the college should be provided. For students who did not receive the certificate of achievement before leaving the college, please contact the college instructor’s office at020-36207591; and for those who need to re-print the transcript, please contact teacher Mr. Zhang Haiqiang at 020-36641332.

(3)For applicants who hold the letter of degree certification issued by the overseas college but still haven’t received the diploma; the original, a copy of the original, and translation of the letter as well as transcript should be provided. (4)For applicants who studied in the U.S., F-1 visa holders should provide Form I-20 and J-1 visa holders Form DS-2019;

(5)For those who studied in Canada, the study permit issued by CIC should be provided;

(6) For those who studied in European countries, if not all visas during overseas education were included in the passport, then the residence permit during overseas education should be provided. If no residence permit, then provide student ID card or registration recognition, etc.

(7) For those who took an internship in China during the overseas education, an internship recognition or contract accepted by the overseas college should be provided.

(8) For those who authorize an agent to submit the application for qualification recognition, the agent should provide the Letter of Authorization for Submission of Qualification Recognition Application (see Annex II or download the template at http://www.cscse.edu.cn/Portals/0/hg/dldj.doc)and the agent’s valid ID recognition.

Note: an agent can only be authorized to submit the qualification recognition application for one applicant in a year (from the date of submission on).

Special Reminders:

1. The CSCSE does not accept the application by mail. To avoid losing documents or other accidents, you are highly suggested not to do so.

2. Since the applicant is required to sign a confirmation letter regarding the integrity, authenticity and accuracy of the application documents submitted during the submission process, you are strongly advised to go to the recognition institutions authorized by the CSCSE in person to submit the application. If you do need to authorize an agent, please see the item (9) above.

3. For now, the applicant is not required to provide the Recognition of Chinese Returnees for the recognition of a foreign qualification. But it should be provided when the returnee buys a tax-free car, applies for employment or household register formalities, or applies for national or local exclusive incentives for returnees. Therefore, the CSCSE suggests that the returnee get the Recognition of Chinese Returnees before returning to China.
